In recent years, the Corps has continuously promoted high-quality development of agriculture, cultivated specialty industries, developed ice and snow economy, and injected new momentum into border economic development.

Give full play to the advantages of the Corps and consolidate the foundation of food security

Agriculture is the foundation for the development of the Corps and plays an important role in ensuring food security. In order to maximize the benefits of every inch of land and promote high-quality agricultural development, all divisions of the Corps have implemented the strategy of “hoarding food in the land and hiding food in technology” and increased food production through measures such as promoting the use of microbial agents and building water conservancy projects.

Microbial diversity is the key to maintaining soil health. After applying microbial agents to the winter wheat in Qitai Farm of the Sixth Division, during the summer harvest last year, experts tested and inspected the high-yield demonstration field of winter wheat on the farm. The results showed that the local average yield of 100 acres of demonstration fields was 818.69 kilograms, and the average yield of 1000 acres of demonstration fields was 818.69 kilograms. The average yield per mu is 787.74 kilograms, and the average yield per mu of 10,000-mu demonstration plots is 738 kilograms. All three indicators rank first in the country.

Grain production is fundamentally based on cultivated land, and its lifeblood is water conservancy. The Kuitun River is located at the northern foot of the Tianshan Mountains. It is responsible for agricultural irrigation, domestic water and industrial water for the Seventh Division of the Corps and other places. It is affectionately called the “Mother River” by the locals. In winter, the ice on the Kuitun River accumulates thicker and thicker. If it is not broken away in time, it will block the channel, causing the water in the channel to overflow the embankment and lose control. Generations of Corps members have devoted their lives to regulating, protecting and revitalizing the river, thus ensuring the smooth flow of the Kuitun River and ensuring irrigation water for farmers along the route.

In June 2020, the Kuitun River water diversion project was fully constructed.The total construction period is estimated to be 56 months. Gao Jianhua, deputy secretary of the Party Committee of the Kuitun River Water Diversion Project Construction Management Bureau, said that after the project is completed and effective, there will be no need to fight ice in winter, which will effectively solve the seasonal agricultural water shortage problem in the Kuitun River Basin. The local agricultural irrigation guarantee rate will be 46.4 % will be increased to 75.0%; water quality will also be improved, thereby reducing damage to agricultural irrigation equipment such as water-saving drip irrigation and water conservancy facilities such as downstream main canals, branch canals, and bucket canals.

Cultivate characteristic industries and promote the integrated development of military and land areas

In recent years, the Corps has deepened reforms, actively promoted the integration of local key industrial enterprises into advantageous industries such as agriculture, improved the level of modern agricultural development, provided support for regional economic development, and promoted the integrated development of military and land industries.

Xinfa Group Xinjiang Company is located in Wujiaqu City, the Sixth Division of the Corps. In the past, its main businesses were aluminum production and power generation. In 2023, the company actively integrated into the XPCC’s characteristic and advantageous industries and began to develop agriculture. It plans to build 192 winter-warming greenhouses. The first phase of the project developed 1,200 acres of wasteland, and 96 greenhouses have been built and put into use.

When you walk into the greenhouse, the warm wind blowing in your face makes you forget the cold instantly. In the greenhouse, rows of strawberry seedlings are neatly arranged on the shelves. Many strawberries have already begun to bear fruit, and bees are flying around from time to time. According to reports, the three-dimensional planting model is adopted in the shed, and the land utilization rate reaches 94%, which is about 6 times the output of the ordinary planting model.

Yang Guanggang, the staff member responsible for planting management, was previously a production manager at an aluminum factory and switched to agriculture in August 2023. Yang Guanggang said: “The state supports the development of agriculture, and the company also vigorously develops agriculture. One more skill means another path, so I voluntarily learned planting management. The company also has many employees like me who have switched from industry to agriculture.”

Qi Xiangfeng, deputy general manager of Xinfa Group Xinjiang Company, said that the company sends the waste heat from the power plant to the shed and uses it as a “heater”, which can save more than 7,000 tons of coal every year; the walls of the greenhouse are made of waste slag from the power plant. The thermal insulation effect of a 1.2-meter-thick wall made of air-entrained blocks is equivalent to that of a 10-meter-thick earth wall. There are many saline-alkali lands in the local area. A certain proportion of cinder is mixed into the soil in the greenhouse. It can increase the permeability of the soil, making it more suitable for growing crops; collecting carbon dioxide gas from power plants and putting it in sheds can promote the growth of crops and achieve a pattern of complementary and common development of industry and agriculture.

Industrial integration plays a unique role in strengthening connections between military and military areas and breaking down regional barriers. Qi Xiangfeng expressed that he hopes to use agricultural products to drive the fruit and vegetable processing industry, transportation industry, catering industry, and tourism in surrounding areas, further deepen the interconnection between the army and the territory in terms of industrial integration and urbanization construction, and promote the integrated development of the army and the territory.

Develop ice and snow tourism and create a new highlight for the XPCC’s economic development

A few days ago, the opening ceremony of the “Fun in the Snow, Toward the Future” youth winter camp was held at the Toutun Valley Forest Park of the 12th Division of the Corps. The event attracted about 200 students on the day.
